AI is reshaping the world. But who gets to shape AI?

Accenture and CARE International spent months researching how AI lands on communities across the Global South, in twelve countries. The same finding kept surfacing: decisions about AI were being made about communities, not with them.

The creative brief we set ourselves: how might we equip local communities and civil society organisations to make better decisions around AI? The answer was wargaming, a method built by the powerful to prepare for the future, flipped into the hands of the people who usually don't get a seat at the table.

Wargaming is an inclusive argument with receipts. It doesn't gather opinions; it creates immersion. Players take roles, make decisions under pressure with incomplete information, and live with the consequences. What surfaces are the assumptions they didn't know they had. The output isn't consensus, it's a shared map of assumptions, risks and trade-offs.

In Raise Your Voice, players become civil society organisations, NGOs or multinationals, each pursuing different goals with deliberately unequal power and resources... because the world isn't fair and neither is the game. Political context is built into play: different scenarios carry different legal cultures and levels of liberty. AI cards introduce technological capabilities and hard questions. Adopt now, or wait? Opportunity, or deeper inequality?

The game was designed with game design consultant Dr David Banks to be genuinely playable by the communities it is about, and it has been deployed by humanitarian teams in the field. Experienced players can rewrite the rules, define their own actors and scenarios, and refit the game to their own context. A final debrief turns play back into analysis: how does winning work in the real world, and what has the game left out?
