AI is reshaping the world. But who gets to shape AI?

Raise Your Voice is a strategy wargame created in response to research conducted by Accenture and CARE International into the impact of artificial intelligence on communities and humanitarian work across the Global South. The research kept surfacing the same finding: consequential decisions about AI were being made about communities, not with them.

The brief we defined was how might we equip local communities and civil society organisations to make better decisions around AI? The answer we found was wargaming; a methodology developed in military contexts and we flipped on its head to put it in the hands of the people who usually don’t get a seat at the table.

Wargaming is, in essence, an inclusive argument with receipts. It doesn’t gather opinions, it creates immersion – putting participants into roles and forcing them to make decisions under pressure with incomplete information. They experience the consequences of their choices, adapt to opponents and shifting incentives, and surface the assumptions they didn’t know they had. The output isn’t consensus. It’s a shared map of assumptions, risks and trade-offs.

Raise Your Voice maps the complex political dynamics of AI deployment in humanitarian contexts. Players take on the roles of civil society organisations, NGOs, or multinational corporations, each pursuing different goals within a landscape of competing power, legitimacy, and consequence. The game embeds the research’s core findings directly into its mechanics: that AI decisions create new power structures; that technical performance is rarely the real fault line — legitimacy, consent, and the ability to contest outcomes are; and that the same tool can have radically different impacts depending on whose hands hold it.

Working with game design consultant Dr. David Banks, the game was designed to be genuinely playable with the communities most affected and deployed by humanitarian organisations in the field. It was subsequently developed further as a workshop methodology to let people rehearse possible futures before real lives pay the cost of learning.
